Apply for an amplified sound permit. Loud noise is prohibited before 7:00 a.m. and after 10:00 p.m. on weekdays (except Fridays, which will be until 12:00 a.m./midnight) and before 8:00 a.m. and after midnight on weekends (except on Sundays, which will be 10:00 p.m.) Even with a permit, amplified sound cannot be used during these times.

All cats and dogs, six months of age and older, must be licensed with the City. The licensing process ensures that animals have current rabies vaccinations which must be current in order to obtain an animal license. Each household is permitted to have a maximum of four pets with no more than three of one species (dog or cat). Licenses must be renewed every one, two or three years depending on the license purchased. Rabies vaccinations must be valid for the duration of the license being purchased. If an animal cannot tolerate the rabies vaccination, a letter stating the intolerance must be provided by the vet.

Council approves updates to zoning code in non-single-family districts
Update, July 2, 2024
The City Council approved Ordinance 2494 at its July 1 meeting with the following changes: amended the height max on the MXD Building Type table from 50’/4 stories to 40’/3 stories, and amended the Green Space minimum on the MXD Building Type table from 20% to 30%. The motion was passed 12-1 and will not return to the Planning Commission. The ordinance will be effective upon publication in the Legal Record July 9. A summary of the changes can be found below. Questions about the revised standards can be directed to the Community Development department.
Update, June 28, 2024
The City Council will consider Ordinance 2494 amending the zoning regulations in the R-2, R-3, R-4, C-O, C-1, C-2, and MXD districts at its July 1 meeting.
Update, June 5, 2024:
At their June 4 meeting, the Planning Commission unanimously voted to recommend Ordinance 2494 to the City Council for approval at its July 1 meeting. The June 4 Planning Commission meeting documents can be found here. Several minor non-substantive updates were made to the proposed ordinance. The July 1 Council meeting packet will include further details.
Update, May 16, 2024:
The public hearing on Ordinance 2494 amending the zoning regulations in the R-2, R-3, R-4, C-O, C-1, C-2, and MXD districts, was closed at 8:25 p.m. on May 7, 2024. The full summary of proposed zoning changes can be found here. The Planning Commission tabled their discussion to the June 4 meeting to allow commissioners the opportunity to consider the feedback received at the public hearing. The June 4 Planning Commission meeting will not include public comment, however written comment specifically related to the ordinance will be accepted by 5 p.m. on Friday, May 24, 2024. Written comment should be submitted to the City Clerk, cityclerk@pvkansas.com.

The City is taking next steps to discuss updates to the zoning code in non-single-family zoning districts. The City Council directed staff and the Planning Commission to consider updates to the non-single-family zoning districts as part of the housing policy discussions, following adoption of the Comprehensive Plan in 2021 (districts except R-1A and R-1B).
The Planning Commission held work sessions in August 2023, October 2023, December 2023, February 2024 and March 2024 to discuss potential updates to the zoning code. The work sessions were a direct follow-up to the public forums held in June and July 2023. Based on the direction from the work sessions, the Planning Commission draft will be presented to City Council for discussion, and prepared for introduction into the public hearing process.
The Planning Commission arrived at five strategies based on discussions at their work sessions:
- Hold status quo in Multifamily districts (R-2, R-3 and R-4).
- Allow residential uses in Commercial districts (C-).
- Improve the Mixed-Use district (MXD).
- Revise the current planned rezoning and development standards and process.
- Consider MXD Development in specific scenarios.
