Landlords who own residential property in the City and are renting or intend to rent their property must obtain a Rental License from the City for each rental property.

  

We have transitioned to an online, cloud-based licensing system called OpenGov. All rental licenses must apply and pay for rental property licenses through our website by clicking here.

A few things to note for new users:

  • You must first create an account with OpenGov and then apply.
  • Once you've applied you will get an automatic email confirmation.
  • Staff will then review your application to verify it has been completed, and you will receive an additional email requesting payment. This will be done through the OpenGov system.
  • Applications are considered incomplete until payment is made. Applications and payment must be completed before your license expiration date.
  • Exterior home inspection will occur, and once that has passed, the finalized licensed will be emailed.  

  

Common Questions

Q: How long is the license valid?
A:
The license if valid for one year and must be renewed annually.

Q: Is an inspection required?
A:
All single family residential rental properties are inspected for compliance with the City's Property Maintenance Code annually.  This is an exterior inspection.

Q: What is the license fee?
A:
A license for residential rental houses and duplexes is $87/year.  The license fee for apartments is $.01 per square foot of the interior living space.

Q: When should a landlord apply for a rental license?
A:
All new rental properties need to be licensed as soon as they are made available for or offered for rent.

Q: Is a Property Manager required?
A:
Any property owned by someone outside of Johnson County, Kansas must have a local resident agent/manager.  If it is an apartment, the resident manager should be listed. 

Q: Are short-term rentals allowed in Prairie Village? 
A:
 No. During it’s meeting October 21, 2024, meeting, the Prairie Village City Council passed Ordinance #2499, amending the city’s rental licensing program to require a minimum rental duration of 30 days beginning November 1, 2025. This change effectively bans short-term rentals, including those listed on websites such as VRBO and Airbnb in Prairie Village. 

If a property is found to be in violation of this new regulation, the matter will be turned over to the city’s codes enforcement office. Failure to comply may result in fines and prosecution in municipal court.
