    Amplified Sound Permit/Agreement

    Apply for an amplified sound permit. Loud noise is prohibited before 7:00 a.m. and after 10:00 p.m. on weekdays (except Fridays, which will be until 12:00 a.m./midnight) and before 8:00 a.m. and after midnight on weekends (except on Sundays, which will be 10:00 p.m.) Even with a permit, amplified sound cannot be used during these times.

    All cats and dogs, six months of age and older, must be licensed with the City. The licensing process ensures that animals have current rabies vaccinations which must be current in order to obtain an animal license. Each household is permitted to have a maximum of four pets with no more than three of one species (dog or cat). Licenses must be renewed every one, two or three years depending on the license purchased. Rabies vaccinations must be valid for the duration of the license being purchased. If an animal cannot tolerate the rabies vaccination, a letter stating the intolerance must be provided by the vet.

FAQ

Frequently Asked Questions

When is my court date?

To look up your court date or fine amount, use the payment portal, and search by your citation number and date of birth. If you do not know your citation number, call the court.

All case information, including your initial court date, is listed on your original citation. To request a duplicate copy, call the court. Notice of your future payment or court dates are sent to you by email or mail. It is YOUR responsibility to supply the court with correct contact information.

 How do I request a continuance?

Court clerks are authorized to give one continuance.  To receive a one-time continuance, you must call the court prior to your court date. 

How can I amend my citation or apply for diversion?

Amendments and diversion programs are offered at the discretion of the Prosecutor. To learn if you qualify for an amendment prior to your court date, call the court to speak with a clerk. To apply for diversion, attend your court date to discuss your options with the Prosecutor.

How can I speak with the judge or prosecutor?

Judges and Prosecutors are only available during court and cannot be reached at the court office. Court clerks are available to help with most inquiries, but your scheduled court date is your opportunity to converse with the Judge or Prosecutor.

I have a warrant, what are my options?

You can post bond at the Prairie Village Police Department or Municipal Court window during normal business hours. If your case meets certain qualifications, there are limited timeslots available to speak to a Judge regarding your warrant. Call the court to understand your options. Court staff cannot recommend bonding companies or provide legal advice.

How do I request court records?

Requests for court records can be made online, or in person during normal court hours. To make an online request, click HERE. Please make sure your request is as specific as possible. A charge for providing copies of public records has been set by the Governing Body.

Attending Court

Unless otherwise stated, all Prairie Village & Mission Hills court dockets are held virtually via the video conferencing website Zoom.

Virtual court hearings are actual court proceedings conducted in a virtual courtroom, allowing for a hearing with the judge and/or prosecutor to be conducted without physically appearing in the courtroom. For alternative appearance options, please contact the court at least 24 hours before your scheduled court date.

After joining the Zoom meeting, you will need to connect your own audio and video before a clerk will check you in and send you to a private waiting room. After checking in, you will not see or hear anyone until the Judge or Prosecutor is ready for you. Hearings are conducted on a first-come, first-served basis. Please be patient and plan for at least one hour to attend.

Virtual hearings require the same respect as in-person court proceedings including appropriate clothing and decorum. You must be in a quiet location with adequate connectivity, so please ensure your device is fully charged. If you are driving or riding in a moving vehicle you will not be admitted to court. If you disconnect you will lose your place in line and may not be readmitted. Your connection to the virtual hearing is YOUR responsibility.

  • Tuesday morning arraignment dockets begin at 8:00 AM.
  • Thursday afternoon attorney plea dockets begin at 1:00 PM.

Court Procedures

Trials

Trials are conducted under the Code of Criminal Procedure, the Code for Municipal Courts, and the Kansas Rules of Evidence as adopted by the Kansas Legislature.

Court Jurisdiction

Traffic violations and violations of City Ordinances are tried in Municipal Court, such as trespassing, driving under the influence, and speeding tickets.

Upon conviction, a violation may carry a maximum fine of $2,500 or higher in some circumstances, and a possible jail term.

Damages in Civil Court

The Prairie Village Municipal Court has no jurisdiction over damages caused by an auto accident. Settlement of damages is a matter for a Civil Court to decide. To recover damages you will have to file a separate civil suit in another Court. Municipal Courts hear criminal misdemeanor cases involving violations of City Ordinances, Municipal Code violations and traffic offenses.

Fine Schedule

The fine schedule shall apply in the City of Prairie Village, Kansas for violation of sections of the Standard Traffic Ordinance (STO) classified as Ordinance Traffic Infractions. The description of offenses contained in this schedule of fines is for reference only and is not a legal definition.

Please Note: Judges and prosecutors are only available during court and cannot be reached at the court office. Court clerks are available to help with most inquiries, but your scheduled court date is your opportunity to converse with the judge or prosecutor.

 

Attorney Procedures

Court clerks are available by phone Monday - Friday, 8:30am - 4:30pm at (913) 385-4680.

Please reserve the use of the court clerks' email for the transmission of documents only.

FILING AN ENTRY OF APPEARANCE

To enter on a case, please file your formal entry of appearance by email. You must be actively licensed to practice law in Kansas. To enter pro hac vice, please contact court staff with your dual entry.

Contact information for City Prosecutors Nora Cooper (PV) and Kathryn Marsh (MH) can be supplied by court staff only after the court has received your entry of appearance. The Prosecutors' availability by email is limited. Please plan to discuss most case matters on your scheduled court date.

When entering on a case that is in an active warrant status, you will not be scheduled for a future docket. However, you can appear for warrant recall on the next open docket. Contact the court clerks for an open docket date. You must appear in court to set aside an active warrant.

 

AMENDMENTS

Please refer to the "Forms & Handouts" section below for the Prosecutor's amendment policies for both Prairie Village and Mission Hills.

Please confirm the correct amendment costs with a court clerk before mailing payment.

Only firm checks, money orders, or cashier's checks will be accepted by mail. To pay online, contact the court office to be sent a link. Online payment options are available upon request and must be paid within 24 hours of approval.

 

MOTIONS

To file a motion for continuance, please email the court. Continuances should be filed a minimum of 48 hours before the scheduled court date.

Motions to expunge, set aside a guilty plea, or early termination of probation/diversion require the payment of a $160.00 motion fee.

 

DISCOVERY

To request discovery, you will need to contact the Police Department Records Division. Please be prepared to supply your confirmation email from the clerks after your entry was processed, and submit this with your discovery request. Court clerks do not provide discovery.

 

APPEARANCE IN COURT

Please review your notice from the court and appear at your scheduled court date and time. Appearances outside of your scheduled court date and time are by approval only.

Virtual court hearings are actual court proceedings conducted in a virtual courtroom. Virtual hearings require the same respect as in-person court proceedings including appropriate clothing and decorum. You must be in a quite location with adequate connectivity and absolutely no moving vehicles allowed.

 

TRIALS

For all trial settings, please arrive for check in with your client a minimum of 15 minutes before your scheduled trial time.
