The Kansas Underground Utility Damage Prevention Act of 1993 requires that excavators notify underground facility operators at least 2 full business days prior to planned excavation to allow them to come out and mark their facilities. While Kansas 811 DOES NOT physically mark utility lines, they do serve as the communications link between excavators and underground facility owners in the state of Kansas.
KANSAS 811 HOMEOWNER GUIDE
Follow this link (KS 811 Homeowner Guide) for a great guide to information regarding the flags, what the colors mean and who calls these locates in to the 811 hotline.
Color Code for Flags:
Not all flags are because of a City construction project. Any work requiring digging will have a "locate request" and flags may appear for water main replacements, sanitary sewer work and/or telecommunication work.
What isn't marked?
Some underground lines in the work area may not be utility owned. These are considered private facilities and will NOT be marked by public utility companies. According to Kansas 811:"Types of private facilities include, but are not limited to: heating systems for pools, electricity for outbuildings, invisible fences, septic systems, sprinkler systems, and satellite dishes. If you think you may have private facilities, you should contact and hire a private utility locator to identify and locate them."
Because of this, the City may request information regarding dog fences and irrigation systems in the right of way prior to starting work.
The simple answer is "Yes".
If curb replacement or sidewalk repair/installation has disturbed the lawn, the contractor will prep the area and place sod. The contractor will place fescue sod in these areas. When sod is placed the contractor is responsible for watering the sod for 30 days. Inspection of the sod will take place at that time for acceptance or rejection/replacement.
Sod restoration for summer construction usually occurs in the fall.
If work on your property was completed by the City in the summer, seed with hydro mulch may be used for areas to control weeds until sod season arrives.
The contractor is also responsible for repairing any sprinkler heads damaged during construction. Please try out your irrigation system as soon as possible after sod has been placed to ensure repairs are made.
SOD CARE AFTER THE INITIAL 30 DAYS IS THE RESPONSIBILITY OF THE HOMEOWNER:
Fescue/Blue Grass sod should be given at least one inch (1") of water per week, either by watering, or from rainfall. This watering will be most beneficial if broken into three or more waterings, for a total of one inch. It is also best to water in the early morning or late evening.
Fescue/Blue Grass sod should not be sprayed for weeds this season, and should not be mowed shorter than three inches (3"). The sod will require continued watering this fall to ensure survival, and may require continued watering during the winter months if the winter season is unusually dry.
Contractor: Superior Bowen
Schedule: May - November 2024
Restoration: During the hot summer months, restoration will be temporary seed. The contractor will be back in the fall to place sod for permanent restoration.
Sprinklers: The sprinkler repair is the responsibility of the contractor. If your sprinklers are damaged during construction, please contact us via the email address pvstreets@pvkansas.com with your name, address and phone number. The contractor and inspector will be happy to address the issue and have repairs scheduled.
Construction Questions: pvstreets@pvkansas.com. This email reaches members of the team at the City and Contractor to address your questions and concerns as quickly as possible.

The Residential Street Program is the City funded program to repair existing streets. Every street is evaluated on existing condition and given a numerical rating derived from formulas that take into account the amount and type of distresses in the asphalt pavement.
This program will replace damaged or deteriorated curb/gutter, sidewalks (where there currently are sidewalks), some driveways as required to tie into new curb or replace sidewalk to conform to ADA requirements, new sidewalk where this is none, and updating ADA pedestrian ramps.
Asphalt pavement is either
Milled between 2" to 3" the resurfaced with full depth repairs as needed.
or
Full depth reconstruction. This happens when the subgrade is not acceptable and must be replaced in order to build new pavement section.
New sidewalks are constructed during the repair/rehabilitation process. If your street is up for repairs on the Residential Street Program, then residents on the segment will receive a sidewalk petition generated by City Staff in the mail. This petition process is part of City Policy for residential streets.
2026 DRAINAGE REPAIR PROGRAM
Contractor: Griggs Construction
The project repairs and replaces deteriorated stormwater infrastructure. Construction will begin in late October and continue through the end of 2025.
Locations:
Brush Creek - Concrete channel repair near 79th Street and Tomahawk Road.
75th and Briar Street – Storm pipe replacement in rear yards north of 75th Street
Norwood Drive near 75th Place – Storm pipe replacement in the street right-of-way along the east side of Norwood Drive.
67th STREET CULVERT crossing (near El Monte Street)
Contractor: WCI
OCT 23: Construction is nearing completion. Restoration will be occurring into early November. Sidewalks are open to pedestrians and 67th will remain open moving forward.
May 27 67th Street between Mission Road and Roe Ave will be closed starting Tuesday 5/27/25 for the replacement of a culvert under 67th Street near El Monte Street. Detours will be posted. Detour map is attached below. The closure is expected to be in place until the beginning of August.
The project replaces the aging stormwater channel crossing at 67th Street. The pedestrian bridge on the north side of 67th, which has reached the end of its life, will also be removed and replaced with sidewalk crossing over the new culvert. It also replaces 400 feet of the drainage channel upstream to El Monte Street. Construction is scheduled to start in late May of 2025. Summer construction is intended to limit disruption to Prairie Elementary School.
67th Street will be closed throughout the summer to allow for the construction. 63rd Street will be the designated detour route.
The construction and maintenance of the stormwater management system is funded by the Stormwater Utility Fee. The City of Prairie Village also receives additional funding through the Johnson County Stormwater Management Program’s system replacement program.
Construction Cost: $425,000
Start Date: 2025 MICRO AND CRACK SEAL WILL BE SUMMER/FALL 2025
Contractor: Vance Brothers
Please note that streets selected for these treatments may change based on funding.
MAP for MICRO can be found on the PROJECT MAP tab.
Crack Seal is a hot applied flexible rubberized sealant used to seal cracks in the pavement to prevent water from entering the base and sub-grade. Sealing cracks and joints extends the service life of the pavement. Streets will not have to be closed for crack sealing; therefore no notification will be given. Crack Seal is completed in the fall when the cracks have had time to expand to allow the material to enter the cracks entirely.
Micro Surfacing is a mixture of emulsified (liquid-like) asphalt, aggregate, admixtures, cement and water that is applied in a thin coat as a maintenance tool to assist in preserving the existing asphalt pavement. The material cures by chemical and water evaporation. It helps seal the existing surface and has a life span of approximately seven to ten years. It is not considered a substitute for reconstructing or resurfacing the street, but rather a less costly solution in prolonging the existing pavement until major work is necessary and as funding becomes available. Residents will be notified with a letter in advance of street closures. A door hanger will also be distributed 24 to 48 hours in advance of any street closing.
75th Street, State Line to Mission Road UBAS
Contractor: McAnany Construction
This corridor was reconstructed in 2016 with the sidewalk improvements to both the north and south side. The 2025 project consists of UBAS on this corridor to keep the pavement in good condition. UBAS is an ultra thin lift of bonded asphalt surface used as a preventative maintenance tool.
Oct 23: Project is complete.
Aug 29: Minor concrete repairs will start after the holiday weekend. This work will be completed with a lane drop out side of peak hours.
Nall Avenue, 75th to 79th Street
Contractor: JM Fahey
Oct 23: Project is complete.
Aug 29: The project is substantially complete and open to traffic. There may be a lane drop required to finish up pavement markings or minor restoration.
July 31: Gas services are being lowered and the contractor will be on site to tidy up any driveways (to ensure access) and finish up concrete repairs.
July 9: Resident access (starting at end of day today) is from the east at 77th Street and 76th Terrace.
Contractor is milling / removing the southbound lane.
Contractor is scheduled to start work after July 4th Weekend. Road will be closed to thru traffic for project duration of approximately 3 weeks to allow for full removal and reconstruction of the southbound lanes.
Access for residents along Nall will be maintained.
Public Meeting: June 24, 2025 4-6 pm at Public Works 3535 Somerset.
The project consists of complete reconstruction of the southbound lane coupled with a mill/overlay of the northbound land. There will be minimal concrete repairs needed on the project.
63rd Street, Roe to Nall
Contractor: GB Construction
Administering City: City of Mission
UPDATE 09 July 2025
63rd Street has been paved and is ready for pavement marking.
UPDATE 25 June 2025 63rd Street from Roe to Nall is under construction and will be closed to through traffic during the following activities: pavement removal, subgrade construction and pavement placement.
The Cities of Mission and Prairie Village have a joint project on 63rd Street. The project will mill/overlay the roadway from Roe to Hodges and completely reconstruct the subgrade from Hodges to Nall. Curb and stormwater work will also be completed on the north side of the project.
Construction Cost: $ 395,000
Contractor: McANANY CONSTRUCTION (2025)
OCT 23: 77th Terrace from Lamar to City Limit will be done next week.
UBAS streets are shown on the main PROJECT MAP tab.
Ultra-thin bonded asphalt surface (UBAS) is an asphalt surface treatment used to help extend the life of a road by placing a thin overlay onto a prepared asphalt surface sealing the surface of the pavement. This treatment is used by the City of Prairie Village to maintain our good streets with few defects and is usually applied 7 to 10 years after construction of the roadway surface.
UBAS and other surface treatments require the roadway to be free of potholes. Prior to milling, a contractor will be in the area patching the roadway as needed to remove these defects. The UBAS contractor will then macro mill 1/2" off of the asphalt pavement and place the UBAS with an emulsion membrane providing the adhesion to the asphalt surface.
Macro textured pavement:
Cross section of the UBAS aggregate on the pavement:

The final product is a strong surface that is flexible enough to hide minor defects and strong enough to be driven on almost immediately.

The 2025 Street Repair program is a project that utilizes a contractor to repair large areas of degradation or even pot holes. This program is an annual program and this year the contractor is Byrne and Jones. Areas for repair are marked out on the pavement with pink paint prior to starting work.
The schedule for street repair is:
