***DRAINAGE PERMITS ARE NOW ONLINE***
One of the services the City of Prairie Village provides is stormwater management. This is accomplished through the construction and maintenance of a stormwater management system comprised of curbs, gutters, inlets, pipes, and drainage channels located both underground and at ground level throughout the City.
Contain the Rain Cost-Share Reimbursement Program
The City of Prairie Village receives an annual grant from Johnson County for the Contain the Rain cost-share program. The program encourages the installation of sustainable solutions and is intended to help cover a portion of the cost. The program runs from April 1st to October 31st annually.
Drainage Permits
If you are constructing an addition on your home, adding a pool or performing any grading on the site more than a "landscape bed", you need a drainage permit from the City's Public Works Department go to the Public Works Permits page.
National Pollution Discharge Elimination System Permit
Water pollution degrades surface waters making them unsafe for drinking, fishing, swimming and other activities. As authorized by the Clean Water Act, the National Pollutant Discharge Elimination System (NPDES) permit program is designed to prevent stormwater runoff from washing harmful pollutants into local surface waters, such as streams, rivers and lakes. Since its introduction in 1972, the NPDES permit program is responsible for significant improvements to our Nation's water quality.
Stormwater runoff is directed to the storm drain system and flows directly into streams and rivers without treatment. The NPDES permit program requires the city to minimize stormwater pollution by implementing "best management practices" across the city.
The city implements these best management practices by developing five-year Stormwater Management Plan; submitting a NPDES Report; and maintaining compliance with our NPDES Permit.

Johnson County Stormwatch rainfall website
StormWatch.com presents the user with data collected from a flood warning system consisting of remote weather stations located throughout the Kansas City Metropolitan area. The majority of the stations report real-time rainfall. Some stations also report stream levels, temperature, relative humidity, wind, pavement temperature, pavement state, and other weather data. All data is collected and stored into a database.
Stormwater Utility Fees
The City of Prairie Village maintains a stormwater network of over 66 miles of pipes and 3,700 drainage structures. To maintain this system, the City uses a Stormwater Utility Fee.
How it Works:
- Fair Funding: Fees are based on a property’s "impervious area"
- For residential properties roofs and driveway surfaces are counted in the impervious area.
- For commercial properties all impervious surfaces are included.
- Rate: The current fee is $0.040 per square foot of impervious area per year.
- Applicability: All properties, including tax-exempt institutions, pay this fee.
- Dedicated Use: By law, these funds can only be used for stormwater projects and stormwater system maintenance.
Stormwater Utility Fee Credit
On July 20, 2009, the City Council approved the Stormwater Utility Fee Credit Policy [PDF]. There are two types of credit opportunities available. One type is an Education Credit for educational institutions that provide education instruction and training to their students and personnel. The other type of credit is a Best Management Practices (BMP) Credit which is available to property owners who implement practices that reduce the flow of storm waters to the City system.
